Vietnam product registration,
cosmetics, health supplements and consumer goods at a glance.
To sell Korean products in Vietnam, each category follows a different route: cosmetics need a product notification (Công bố), health supplements a registered product declaration (Đăng ký bản công bố), and consumer goods a conformity declaration or certification (Hợp quy). Below, WishTree's in-house regulatory team in Ho Chi Minh City summarizes the current rules as of October 2026 — authority, documents, steps, timelines, fees, labeling and common mistakes — for all three.
The three routes compared
| Item | Cosmetics | Health supplements | Consumer goods |

This guide is general information compiled from published laws and official guidance; it is not legal advice. Vietnamese regulations changed substantially in 2025–2026, so always confirm the latest text and authority guidance before filing. Category-specific requirements are confirmed during a WishTree consultation.
Cosmetic notification (Công bố mỹ phẩm)
All imported cosmetics under the ASEAN definition — skincare, makeup, hair, body, oral care (toothpaste), fragrance
Current: Circular 06/2011/TT-BYT as amended by Circular 34/2025/TT-BYT (in force 18 Aug 2025). Labeling: Decree 37/2026/NĐ-CP (23 Jan 2026). A new cosmetics-management decree reached its second draft in May 2026 but is not yet promulgated — expect mandatory PIF submission and stronger post-market control once issued.
Drug Administration of Vietnam (DAV, Ministry of Health) for imported cosmetics; the provincial health authority (formerly Sở Y tế) for domestic products. Filed online via the National Public Service Portal or the National Single Window (vnsw.gov.vn).
Documents (imported cosmetics)
- Notification form (Phiếu công bố) — one per product; same-formula variants differing only in color or scent may share one form, but hair dyes and perfumes are filed per shade/scent
- Certificate of Free Sale (CFS) — issued by the competent authority of the country of manufacture, consular legalized; product and manufacturer names must match the label
- Manufacturer's letter of authorization (LOA) — naming the Vietnamese importer/distributor, product names, manufacturer address, scope and liability clause; consular legalized
- Full ingredient list — INCI names in descending concentration (under 1 % in any order), botanical names for plant ingredients, species for animal-derived ingredients
- Vietnamese entity's business registration with a cosmetics wholesale/retail line, digital signature (chữ ký số) and a VNSW account
- Product Information File (PIF) — not filed, but kept at the registered Vietnamese address and produced within 15 days on request (per the draft decree)
Steps
- STEP_01Ingredient & claim review
Check against ASEAN prohibited/restricted lists, remove medicinal claims (treat, anti-inflammatory…), fix the product category
3–5 days - STEP_02HQ documents & legalization
Issue CFS and LOA → apostille / Korean MOFA → Vietnamese Embassy consular legalization → notarized Vietnamese translation
2–4 weeks - STEP_03Prepare & file the notification
Electronic filing on the DAV portal (one e-copy), fee payment, signed with digital signature
1–2 days - STEP_04Review, supplement, number issued
Gaps flagged within 5 working days; after supplementation the notification number (Số tiếp nhận) is issued within 5 working days
5–15 working days - STEP_05Import, Vietnamese sub-label, sale
Declare imports under the number, attach the Vietnamese sub-label (nhãn phụ) before sale, keep the PIF
per shipping schedule
Labeling (Decree 37/2026 + Circular 06/2011)
- Mandatory in Vietnamese: product name, responsible organization name/address (importer), country of origin, directions, safety warnings
- Also required: net content, full INCI ingredients, batch number, manufacturing or expiry date (expiry mandatory if stability < 30 months)
- Imports use a Vietnamese sub-label that does not cover the original label — attached before sale
- No wording that implies a medicine or disease treatment (same standard as the advertising rules in Decree 342/2025)
Common mistakes
- CFS issued for another market (e.g. US export) or with a product name that differs from the label
- LOA that covers 'all products' generically, or lacks a liability clause / authenticated signature
- Korean functional claims (whitening, wrinkle improvement) translated literally and rejected as medicinal
- Business registration without a cosmetics line; no digital signature, delaying filing
- Formula, size or packaging changed without re-notification
Legal basis
- Circular 06/2011/TT-BYT (cosmetics management) · Circular 34/2025/TT-BYT (amendment, 18 Aug 2025)
- Decree 37/2026/NĐ-CP (goods labeling & quality inspection, 23 Jan 2026) — replaces Decrees 43/2017 and 111/2021
- Circular 41/2023/TT-BTC (fee VND 500,000 per dossier)
- Decree 342/2025/NĐ-CP (cosmetics advertising, 15 Feb 2026)
Health-supplement registration (Thực phẩm bảo vệ sức khỏe)
Health supplements (TPBVSK) in capsule, tablet, powder or liquid form; medical nutrition foods; foods for special diets; nutrition products for children up to 36 months
Current: Decree 15/2018/NĐ-CP continues to apply. Decree 46/2026 and Resolution 66.13/2026 (issued Jan 2026, abolishing self-declaration in favor of registered conformity declarations) were suspended in full by Resolution 15/2026/NQ-CP (6 Apr 2026) until the amended Food Safety Law takes effect. From 1 Jul 2026 advertising-content confirmation moved to provincial People's Committees.
Vietnam Food Administration (Cục An toàn thực phẩm, Ministry of Health) — delegated by Circular 48/2025/TT-BYT. Filed online via the National Single Window (vnsw.gov.vn) or the MOH public-service portal.
Documents (imported health supplements)
- Product declaration (Bản công bố sản phẩm) — statutory form, in Vietnamese
- Certificate of Free Sale, Certificate of Exportation or Health Certificate — from the competent authority of the country of origin/export, consular legalized
- GMP certificate — manufacturing sites of imported health supplements must hold GMP (or equivalent) since 1 Jul 2019
- Food-safety test report — dated within 12 months of filing, from a designated laboratory or an ISO 17025-accredited laboratory
- Scientific evidence of efficacy — for the product or the active ingredient (if ingredient evidence is used, daily intake must be ≥ 15 % of the referenced amount)
- Labels (original + Vietnamese sub-label draft), manufacturer's authorization where applicable; non-English documents need notarized translation
Steps
- STEP_01Classification & claim review
Confirm it is a TPBVSK rather than a supplemented food containing only vitamins/minerals with no health claim (the latter is self-declared)
1 week - STEP_02HQ documents & legalization
Collect CFS, GMP, test report and efficacy evidence; consular legalization and notarized translation
3–6 weeks - STEP_03Testing in Vietnam (if needed)
If no test report within 12 months, or parameters are missing, test safety indicators at a designated laboratory
2–4 weeks - STEP_04Online registration & review
File with the Vietnam Food Administration; 21 working days review, re-review after any supplementation
21 working days + - STEP_05Receipt → import & sale
After the registration receipt, import under food-safety inspection, attach sub-labels, and obtain provincial advertising confirmation before advertising
per shipping schedule
Labeling & advertising
- Label must carry 'Thực phẩm bảo vệ sức khỏe' and the warning 'Thực phẩm này không phải là thuốc và không có tác dụng thay thế thuốc chữa bệnh' (this food is not a medicine and does not replace medicines)
- Mandatory in Vietnamese: name, ingredients and amounts, directions and dose, target users, storage, responsible organization, origin, batch and expiry
- Advertising only within registered efficacy, with the warning above (broadcast spots under 15 s may show it as text). Provincial People's Committee confirms ad content from 1 Jul 2026
- No use of doctors, pharmacists or medical facilities in advertising (Decree 342/2025)
Common mistakes
- Copying Korean 'health functional food' claims as efficacy — Vietnam requires separate scientific evidence
- Test report older than 12 months or from a lab outside its ISO 17025 scope
- Missing site GMP certificate (Korean GMP, HACCP or ISO 22000 alone may not suffice — check in advance)
- Assuming self-declaration is already abolished because of Decree 46/2026 news — it is suspended; Decree 15/2018 procedures remain valid
- Running live-commerce or SNS ads without provincial advertising confirmation
Legal basis
- Decree 15/2018/NĐ-CP Articles 7–8 (registration dossier, procedure, 21 working days) — currently applied
- Circular 48/2025/TT-BYT (delegation to the Vietnam Food Administration)
- Decree 46/2026/NĐ-CP · Resolution 66.13/2026/NQ-CP (new regime) — suspended by Resolution 15/2026/NQ-CP (6 Apr 2026)
- Resolution 21/2026/NQ-CP (ad confirmation to provinces, 1 Jul 2026) · Decree 342/2025/NĐ-CP (advertising content)
Consumer-goods conformity (Hợp quy)
Household electrical appliances, toys, textiles and garments, household chemicals, lighting, IT and radio equipment — general goods that are not food, cosmetics or medicines
New regime from 1 Jul 2026: Law 78/2025/QH15 abolishes the old 'group 1 / group 2' split in favor of low / medium / high risk tiers. Decree 37/2026/NĐ-CP (labeling, import quality inspection) and the ministry risk lists — Circular 36/2026/TT-BKHCN (MOST), 33/2026/TT-BCT (MOIT) and others — took effect the same day. Conformity certificates obtained before then remain valid until expiry.
Certification and testing bodies designated by the line ministry (Ministry of Science and Technology, Ministry of Industry and Trade, Ministry of Health, Ministry of Agriculture and Environment…). Import state quality inspection is filed with the ministry's designated inspection agency (in Ho Chi Minh City, the regional standards-metrology-quality office and equivalents).
Documents (by risk tier)
- Common: Vietnamese entity's business registration, product specification and photos, original label and Vietnamese sub-label draft, invoice and packing list
- Low risk: declaration of applied standard (Công bố tiêu chuẩn áp dụng) — manufacturer's technical standard or TCVN/international standard, plus labeling compliance
- Medium risk: QCVN test report from an accredited laboratory → conformity declaration (Công bố hợp quy) based on self-assessment or an accredited certification body
- High risk: conformity certificate (Giấy chứng nhận hợp quy) from a designated body + CR mark → registration for state quality inspection at import
- QCVN examples: appliances QCVN 4:2009/BKHCN, toys QCVN 3:2019/BKHCN, textile formaldehyde/azo QCVN 01:2017/BCT, paints QCVN 08:2020/BCT, tissue paper QCVN 09:2015/BCT, 2.4 GHz Wi-Fi QCVN 54:2020/BTTTT
Steps
- STEP_01HS code & risk tier
Match the HS code against the ministry lists (Circular 36/2026-BKHCN, 33/2026-BCT…) to fix the tier and applicable QCVN
2–3 days - STEP_02Testing & certification
Sample testing at an accredited (medium) or designated (high) laboratory; high-risk goods certified by a designated body (method 5: factory audit + samples, method 7: per lot)
2–6 weeks - STEP_03Conformity declaration & CR mark
File the declaration (certification results can be omitted when linked in the national database), add the CR mark and conformity details to the label
1–2 weeks - STEP_04State quality inspection at import (high risk)
Submit the inspection registration + certificate + label photos → result within 1 working day when complete. Goods arriving without a certificate are held in bond until certified
1–5 working days - STEP_05Clearance, sub-label, distribution
Clear customs on the inspection notice, attach Vietnamese sub-labels, follow the traceability roadmap (QR / digital passport) for high-risk goods
per shipping schedule
Labeling (Decree 37/2026)
- Mandatory in Vietnamese: product name, responsible organization name/address, origin, plus the category items in Appendix I (ratings, capacity, material, shelf life…)
- Imports may attach the Vietnamese sub-label after clearance and before distribution — but the sub-label draft is submitted at import inspection
- Certified goods carry the CR mark (Decree 22/2026) — only after certification by a designated body
- High-risk goods must provide traceability information (barcode / QR) under the ministry roadmap
Common mistakes
- Deciding from the old 'group 2' lists (e.g. Circular 41/2023-BCT) — repealed from 1 Jul 2026; check the new risk lists
- Treating a Korean KC certificate as Vietnamese conformity — designated-body certification or QCVN testing is still required
- Shipping high-risk goods without a certificate, incurring bonded storage and delays
- Printing the CR mark before certification
- Skipping labeling because the product is low risk — Decree 37/2026 Vietnamese labeling applies to every category
Legal basis
- Law 78/2025/QH15 (amended Law on Product and Goods Quality, three risk tiers)
- Decree 37/2026/NĐ-CP (labeling, import quality inspection Art. 83) · Decree 22/2026/NĐ-CP (standards, technical regulations, CR mark)
- Circulars 36/2026/TT-BKHCN · 33/2026/TT-BCT · 14/2026/TT-BKHCN (assessment methods) — from 1 Jul 2026
What all three routes need
A Vietnamese entity or responsible importer
Notifications and registrations can only be filed by a Vietnamese legal entity. WishTree's entity (CÔNG TY TNHH WT VIETNAM) can act as importer and filer, or we support setting up your own.
Legalization and notarized translation
Foreign documents (CFS, LOA, GMP…) go through apostille / Korean MOFA → Vietnamese Embassy consular legalization → notarized Vietnamese translation. Budget 2–4 weeks.
Digital signature and portal accounts
Most filings are now online (National Single Window vnsw.gov.vn, public-service portals), so the Vietnamese entity needs a digital signature (chữ ký số) and portal accounts first.
Label and advertising designed up front
Product name, ingredients and claims in the dossier must match labels and advertising 1:1. Live-commerce and KOL content fall under the advertising rules (Decree 342/2025) too.
